摘　　要：现场应急指挥应视事故严重程度启动一个或多个部门、机构。指挥部门负责应急救援的整体策划、指挥、调度;技术部门收集、整理、核实、评估、发布事故应急信息;行动部门可设分支机构,依灾情调度;保障部门负责通讯、器材、物资、交通运输等。运作过程中侦检小组、灾情评估小组、技术专家小组分析灾情,上报总指挥形成决策。为保证指挥模式正常运行,需做好法律授权工作并增强消防部队实力。Emergency command on scene should start one or several department according to the situation. Commanding department plans and commands the emergency rescue. Technic department collects, disposes, checks, evaluates, and promulgates the information. Execution department has branches to dispatch conditionally. Support department in charge with communication, equipment, traffic. Reconnoitre team, evaluation team and experts team analysis the disaster, report to head command to make decision. The strength of fire force and the legal authorization should be enhanced to ensure the execution of command.
