新型农村合作医疗中医药补偿策略分析

摘　　要：在新型农村合作医疗中提高中医药补偿,一方面能够提高中医药的服务利用率,另一方面能够发挥中医药的优势,降低参合农民的医药费用,有效使用新型农村合作医疗基金。几年来,各地对新型农村合作医疗的中医药补偿策略进行了大量的探索:扩大中医药补偿目录,提高中医药补偿比;降低中医医疗机构住院补偿起付线。文章通过对不同补偿策略的分析,认为将中医药补偿纳入门诊统筹中对新型农村合作医疗中医药补偿效果更好。Improving compensation for Chinese medicine in New Rural Cooperative Medical System （NCMS） can improve utilization of medical services and play the advantages of Chinese medicine to reduce the medical expenses of farmers who joined NCMS and use funds more effectively. In recent years, a lot of places have explored plenty of strategies of compensation in NRCM： expand Chinese medicine compensation directory to improve proportion of compensation and lower the pay-line in traditional Chinese medicine hospitals. Based on the analysis of different compensation strategy, this article concludes that compensation for Chinese medicine included in out-patient overall planning will have better effect on compensation of Chinese medicine.
