摘　　要：目的:探索适合我国国情的、科学全面的出生缺陷干预效果评价指标体系理论框架,为进一步研究出生缺陷干预效果评价指标体系奠定基础。方法:文献研究及现场调查。结果:基于各学科理论和多项研究,构建我国出生缺陷干预效果评价指标体系基本框架,包括4个一级指标:出生缺陷干预地区社会经济指标、出生缺陷一级干预指标、出生缺陷二级干预指标、出生缺陷三级干预指标,以及16个二级指标。重点介绍了构建框架的思路和依据,及各类指标的评价内容,并提出进一步研究该指标体系的几点思考。结论:结合我国出生缺陷干预现状,首次对我国出生缺陷干预效果评价指标体系基本框架做了探讨,对于进一步研究该指标体系,继而评估、指导我国出生缺陷干预工作具有重大现实意义。Objectives： To form a theoretical construction scientifically,according to Chinese conditions of birth defects,and sets footstones for further research.Methods： Review of the Literature,as well as on-site investigation.Results： Ex-plores the basic frame of indicators system of effect evaluation of birth defects interventions,which involves 4 primary indica-tors,including： social economics indicators of the intervened-area,primary intervention indicators,secondary intervention in-dicators and tertiary intervention indicators,and 16 secondary indicators,which based on multi-disciplinary theories： Three-level birth defects prevention philosophy from the world health organization;classic theory of quality assessment about health services;analysis and evaluation theory of health economics.It also places emphasis on the idea of the frame construction and a couple of ideas about further research.Conclusions： Researches for theories about Chinese birth defects intervention effect evaluation grand-breaking,which should be important for birth defects intervention practice of China.
