摘  要:现代城市以事件的影响为基础,进行策划并制定事件旅游规划已成为提升城市竞争力的主要手段之一,但对事件旅游进行深层次的理论探讨还比较薄弱。通过对城市发展事件旅游必要性及其作用、文化机制动因、社会参与动因及社会效应动因进行分析,进而对城市发展事件旅游的决策进行了多层次的探讨,即重大事件以全球为目标市场,标志性事件以国内为目标市场,区域性事件以区域为目标市场,地方性事件则以当地为目标市场,实施分层决策。最后提出了城市发展事件旅游应注意的两大问题。By taking the influence of events as foundation, modern cities make event tourism planning to promote urban competitive power. However, discussion to the event tourism is still less and incomplete. With analysis to the necessity and function, cultural mechanism drivers, social participation drivers and social effect drivers of event tourism, this article conducts multi - level discussions on how to develop urban event tourism. It is concluded that significant events take the whole world as goal market, symbolic events take domestic place as goal market, regional events take regional place as goal market, and local events take locality as goal market. Finally, two major problems are proposed on how to develop urban event tourism.
