南京市水利血防项目后评价研究

摘　　要：在分析南京市实施水利血防项目后评价意义的基础上，对南京市2004～2008年实施的11项水利血防工程进行了后评价研究（包括过程后评价、经济效益后评价、影响后评价和可持续性评价），得出项目立项决策正确，规划设计符合要求，经济上合理可行，水利血防建设达到预期目标等结论，并提出做好下一阶段的水利血防工程规划工作，加强水利血防项目管理，明确血防工程的产权归属等建议。The significance of post evaluation of water conservancy schistosomiasis control projects in Nanjing City was analyzed.11 water conservancy schistosomiasis control projects carried out from 2004 to 2008 in Nanjing City were post-evaluated,including its process post evaluation,economic post evaluation,impact post evaluation and sustainability evaluation.Conclusions are drawn that the decision-making is correct,the planning and design meet the requirements,the project is economically rational,and the construction reaches an anticipated purpose and so on.Some suggestions were then proposed: preparation of the next stage of schistosomiasis control projects,strengthening of the project management,and definition of property rights,etc.
