摘　　要：为了理顺节水型社会建设与管理的资金渠道,根据《全国节水型社会建设"十一五"规划》中节水型社会建设项目的建设内容,采用项目区分原理与方法,界定了节水型社会建设项目的类型,分析了不同类型建设项目的投资主体,对中央和地方以及政府与市场在节水型社会建设投资中的事权与责任进行了划分,明确政府和市场在节水型社会建设投资中的职能。In order to raise funds through multi-channels for the establishment of water-saving society,the projects type was distinguished according to the content of the establishment of water-saving society in the Eleventh Five-Year Plan by use of the project division theory and methods.The investment subject of different types of projects was analyzed.The right and responsibility in the investment subject by the central and local governments as well as by the government and market were defined in the establishment of water-saving society.The function in the investment by the government and market was determined.
