摘　　要：研究目的:分析土地整理复垦重大项目的特征及其管理模式,对其规范化实施提出思考。研究方法:文献资料法,归纳分析法,对比分析法。研究结果:重大项目与前期开展的国家投资土地整理项目相比具有规模大、周期长、风险大,系统性及区域性强,环境保护压力大,实施意义重大等基本特征。研究结论:为促使重大项目的规范化实施,应在实施过程中结合主体功能区划,增强区域分析;加强评估论证,推动项目实施科学性;完善组织机构、实施制度保障。The purpose of this paper is to study the features, management model and normalized implementation of large project of land reconsolidation, land reclamation and exploitation.Methods employed include documentation, induction and comparative analysis.The results show that the large project, compared to the previous projects invested by the central government, has the following features：large-scale, long-term, high-risk, more systematic and regional, more concerns of environmental protection, more significant implementation.It is concluded that principal functional planning should be coordinated to strengthen the regional analysis and assessment.In order to make the decision making more scientific.The organization and system guarantee should be improved in order to promote the large project implementation.
