摘　　要：应急警务指挥价值观是公安机关领导在应急警务指挥过程中,对应急警务活动所持有的总的看法;是公安领导者关于应急警务指挥活动基本价值的信念、信仰、理想系统。应急警务指挥价值观决定着公安领导者的自我认识,它直接影响和决定着公安领导者在应急警务指挥中的理想、信念、目标和追求方向的性质。"不战而屈人之兵"的全胜观是应急警务指挥的核心价值观;人民利益至上的理想追求是应急警务指挥的本质要求;公正公开理性的执法理念是应急警务指挥的的精神动力。Command values in police emergency refers to the general ideas about the police emergency of leaders in public security organs when they command in police emergency, which is the leaders＇ basic belief and ideal system about the police emergency commanding. The command values in police emergency decides the leaders＇ self-cognition and in- fluent the ideals and the pursuit direction properties. The core value in police emergency is ＂to subdue the enemy without fighting＂, the essential requirement of police emergency is supremacy of people interests, the spiritual power of police emergency is justice open and rational legal ideals.
