摘　　要：恩上公路改造工程的风险包括居民方面的住所安全、环境质量下降、房屋经济价值下降等,沙头角林场、恩上村村民、政府方面也面临相应风险,可划分等级进行管理。This is the first time to evaluate the social risks for specific project in china. In this paper takes the En Shang Highway reconstruction project as an example to discuss the process, target, contents and methods of the social risk assessment, and analyses the social risks may exist in the project and carried out the grading. Finally, makes some suggestions to how to manage these risks.
