对政府出资筹集农村社会养老保险基金的制度探讨

摘　　要：分析了发达国家养老保险制度的现状及经验,认为目前中国有关农村社会养老保险制度存在缺失,未能突出国家责任,并且不符合社会保险的社会性特征,论证了中国农村社会筹集养老保险基金的原则,指出政府出资是责任政府和社会公平的内在要求,而政府出资的主要方式一是国家配套出资,二是特定补贴责任;进而对政府出资行为的性质及其制度设计进行了分析,以取得法律上的支持。From the analysis of the status quo and experiences of the endowment insurance system in developed countries, the paper holds that in China there is deficiency in the systems relevant to rural social endowment insurance at present because the state responsibility is not highlighted and the systems do not conform with social characteristics of social endowment insurance. It also augments the principles for raising the fund for rural social endowment insurance in China. The government contribution consists of the state matched contribution on the one hand and the specific allowance responsibility on the other. Further analysis is made on the nature and system of the contribution behavior of the govern- ment to get the legal support.
