从烟草的巨大危害看国家的控烟责任

摘　　要：通过对烟草导致中国国民健康危害的现实情况,以及对国民经济、公民健康和环境带来损失的分析,来说明国家在控烟过程中应承担的责任,以及控烟面临的挑战和难题,建议强化决策者对烟草危害的认识,在国家的主导下,通过立法、调整产业政策和开展健康促进和健康教育,使控烟工作取得成效。The reality of tobacco causing harmfulness to Chinese and loss of economy, health and envirenmental quality was analyzed, by which the governmental responsibility and difficulty in controlling tobacco was explained. Some suggestions had been put forward to effectively control tobacco, such as improving the decision-maker＇s cognition of the harmfulness, strengthening legislation, adjusting industry policy and carrying out health education and health promotion.
