摘 要:目的:了解山东省医院的质量管理现状,为正在进行的公立医院试点改革提供参考。方法:在山东省东、中、西部共选取16家三级医院,6家二级医院和1家一级医院,进行问卷调查和关键人物深度访谈。结果:由于政府的补贴不足,医院管理者的主要精力集中于增加医院的收入,对改善医院的服务质量关注较少;虽然在质量改进的过程中有医生的参与,他们对质量改善的满意度不高;质量改进和服务中心一般隶属于医务部(科),没有足够的资源开展实质的工作。结论:卫生部和药监局的参与是重要的,建议医院管理者更加关注医院的服务质量和管理手段。Objective:To study the status of quality management of state-owned hospitals in Shandong province, and provide reference for experimenting reform on state-owned hospitals. Methods: 16 cases of tertiary hospitals, 6 cases of secondary hospitals and one case of primary hospital were sampled from eastern, western and central part of Shandong province, and surveyed with questionnaire and depth interview on key figures. Results: Because of deficiency of the governmental input, the managers had to focus on increasing input, which resulted in few attention in improving service quality. Though the doctors had participated in the quality improvement, but they were not satisfied with it. As the center for quality improvement and service belongs to the department of medical administration, insufficient resources can be utilized to carry out substantive work. Conclusion:It is very important for the department of health and drug administration to participate in quality management, so suggestions were put forward for the hospitals' managers to pay more attention to service quality and management.
