摘　　要：政府的基本职能包括政治职能、经济职能、社会管理职能,不同性质的国家在不同历史时期,政府职能的侧重点有所不同。但各国政府在解决诸如贫困、社会公正等普遍存在的社会问题以及构筑社会风险防范机制方面采取的措施,使得各国政府的社会管理职能普遍得到加强,行政给付成为政府履行社会管理职能的主要行为方式。The basic functions of government include political function,economic function and social management function.Different kinds of countries in different historical periods have various the focus of the government s functions.However,some measures in addressing issues such as poverty,social justice and building a mechanism of risk prevention enable governments to strengthen social management function.Administrative benefits become a main way for government to fulfill social management function.
