摘 要:洪涝灾害是我国自然灾害中损失最严重的灾害,随着社会经济的发展和城市化进程的加速,洪水造成的损失越来越大,而利用防洪非工程措施一直是防洪救灾工作的薄弱环节。正确迅速的解决防洪决策如此复杂的决策问题非常困难。因此,采用模糊综合评判方法,结合GIS在洪灾避迁决策的应用,利用GIS图层叠加与空间分析,通过相应的约束条件,筛选出满足约束条件的约束集,用模糊相似贴近度物元模型进行方案的评价决策。从而帮助防洪决策人员制定具体防洪决策,减少或避免防洪决策的失误。The flood is one of the most serious diasters in all natural disasters of our country. With the development of urbanization and social economy, losses caused by floods are more and more serious. How to use nonstructural measures is alaways a weak link in preventing floods and disasters. It is very difficult to resolve so complex a problem like flood disaster prevention. This paper studies the basic principles of the flood assessment under GIS. based on the GIS theory, using the the overlayer algorithm of hierarchical maps in the GIS method, through the corresponding constraints, a fuzzy similarity nearness degree rnatter-element model is applied to the plan to carry on the synthesis judgment method. It can be used to make specific decesions and reduce or avoid decision-making errors controling floods.
