摘　　要：在我国的基础研究绩效评估中,最主要的问题就是缺乏宏观层面的绩效评估体系,利用传统的投入产出模型,以基础研究的绩效产生机制为依据,以其绩效表现形式为基础,并针对宏观评估的特点,选用定量评估作为主要评估方法,从而尝试性地建立了宏观层面的绩效评估体系。In the assessment for basic research in China, the main problem is the lack of assessment criteria at macro level. In this paper,we use the traditional input--output model to set up the assessment criteria for basic re- search at macro level according to its performance mechanism. Furthermore,the assessment criteria are based on the form of performance of basic research. Finally, this paper chooses the quantitative assessment as the main approach according to the characteristics of the assessment at macro level.
