摘　　要：环境信息公开制度是环境管理政策手段在实践中不断丰富和完善的创新结果。本文认为，在我国环境污染突发事件预警和应急管理中，除了应严格遵循国家环境应急管理有关规定外，还应该高度重视环境信息公开制度手段在环境应急管理中的重要作用，进一步推进和完善环境信息公开制度，提高我国环境应急管理的有效性。环境应急管理关系到广大公众的切身利益，涉及到经济社会发展的各个方面，只有公众广泛参与和监督，社会各界共同努力，才能共同推进我国环境应急管理。及时准确公开环境信息，疏通公众参与渠道，这既是我国环境政策手段创新的重要方向，也是我国环境应急管理的不可或缺的重要手段。Institution of environmental information disclosure is the policy innovation achieved from global and Chinese environmental management policy getting abundant and perfect in practice. This paper points, in environmental pollution accident alarming and emergency management of China, our country should not only strictly follow regulations concerning national environmental management, but also take into consideration the important role played by environmental information disclosure institution in environmental emergency management, improving and perfecting environmental information disclosure institution, boosting the efficiency of environmental emergency management in our country. Environmental information disclosure is related with public interests, and referring to every aspect of society and economy. It is the public that broadly participates and supervises, and so community strives together, and environmental emergency management in China could get better and better. Our country should exactly disclose the environmental information in time, and smoothes the channel that the pubic participates and supervises. Environmental information disclosure is not only the majority of environmental policy innovation, but also the necessarily important measure of environmental emergency management.
