从合法性角度探析H村村民委员会选举失败的原因

摘　　要：村民委员会选举是我国基层民主的体现。各地农村在选举实践中也会遇到选举失败的问题。以H村为例,通过实地调查发现,选举失败的基本原因有选举委员会的功能没有充分发挥;投票的安排和计划有失误;部分群众对投票规则不满等。选举失败的根源是候选人的合法性遭受质疑。The election of villagers＇ committee is the realization of democracy at the grassroots level in our country. But the election failure cases can be found in many places and areas. Based upon the field survey, this paper, with H Village as an example, works out the major reasons for the election failures as follows： the function of villagers＇ committee did not bring into a full play; the wrong voting procedures as well as the original planning; the dissatisfaction with the voting rules on part of the villagers. These failure reasons may result in the query of legality on the election candidates.
