论山东省行政区与旅游区的矛盾与融合

摘　　要：21世纪以来,山东省进入了由旅游大省向旅游强省的转型期,而其行政区边界的稳定性和旅游区发展之间的矛盾日益凸显,滞后了这一发展进程。本文通过对山东省当前行政区与旅游区之间的矛盾原因进行剖析,得出该矛盾的产生涉及到经济体制、行政体制等多方面原因。对此,笔者认为可以通过转变政府职能,培育跨行政区旅游管理机构,加大跨行政区旅游合作并进行适当行政区划改革以实现山东省行政区与旅游区之间的融合。Since the 21st century,ShanDong province starts its transition period of becoming a tourism province,but the conflict between the certainty of the administrative region＇s boundary and the development of the tourist region decays the process. In this paper, based on the investigation of the reasons, such as economy systerm and administrative systerm and so on, some solutions, including functional transformation, the fester of administrative organization and regional tourism cooperation will be mentioned to promote the fusion.
