摘　　要：从应急通信发展历史出发,对应急通信的特点进行分析,论述了应急通信发展的定位。通过对我国应急通信发展现状和应急通信保障手段的分析研究,得出我国应急通信发展过程中存在的问题和应急通信发展的方向,提出对应急通信发展策略的相关见解。Beginning with the development history of emergency communication, it analyzes the characteristics, expounds the development localization. By analyzing the status of China＇s emergency communication and implementation methods, it gives the problems on the emergency communication development and the trend, presents related ideas on the development strategy.
