摘 要:城市公用事业在英德等发达国家民营化运营的成功经验对我国具有借鉴意义,其经验可概括为两个方面:政企分离和竞争效率。我国欲将城市公用事业推向市场化必须解决资金、管理和经营主体三个问题,其中融资是问题的核心,此举付诸实现的重点在于思路:转变政府职能、建设发展环境、创新运营机制、实施经营城市理念。我国目前条件下的城市公用事业市场化的有效策略包括:组合运用多种金融衍生工具、实施市政债券、采用信托参与方式。The successful experiences of Britain and Germany in privatizing urban public utility (UPU) are instructive to China. Their experiences can be classified into two categories: separating government functions from enterprise management; and competition efficiency. Three crucial issues must be resolved in order to make Chinese UPU marketoriented, i.e. capital, administration and management entity. Financing is the core of the three issues. The key resolutions include: reforming government functions; constructing developing environment; innovating management mechanism; applying managing urban concepts. Currently the effective strategies for China' s UPU marketization cover: grouping multi-financialderivation tool; issuing municipal bonds; adopting affiance method.
