摘　　要：ＧＢ８９７８－９６《污水综合排放标准》于１９９８年１月１日起开始实施。为了在环境监督管理和监测取证中正确实施新标准，对标准制（修）的基本原则；行业标准和综合标准的关系；标准运用的范围、时段的划分；功能区、控制区标准分级和控制技术的关系；排放污染物的分类和标准值及排污的监测等问题作了说明，以提供在新标准实施过程中参考。GB 8978 96 “Comprehension Standards of Sewage Discharge” came to the application on January 1,1998. For the suitable application in the environmental management and monitoring, the paper indicates the principle of the standard revising, relationship of other standards to this standard, application areas of the standard, different levels of functioning areas and controlling areas, relationship of different controlling techniques, grouping of different pollutants, standards and discharge monitoring.
