摘　　要：在全球金融危机的环境下,隧道股份在危机中寻求机遇。为了更好的应对市场变化,隧道股份制定了详尽的战略规划。文章介绍了隧道股份战略规划的步骤和"十一五"战略报告的内容。论述了公司战略实施中的关键要点和实现途径,着重介绍了PVC商智系统的应用以及公司战略动态管理。对隧道股份的发展历程和所取得的成绩进行了回顾,对未来发展进行了展望。Shanghai Tunnel Engineering Co. （STEC） is searching for the opportunity in the environment of global finance crisis. STEC has made the strategy programs in order to meet the changing market. The paper first introduced the process of strategy programs and the content of 11^th-Five-Year strategy report for STEC. Then it discussed the key points and implementation of the strategy. The application of PVC business intelligent system and the dynamic management process of company strategy were emphasized. Finally, the development progress and the achievements were reviewed, and the further prospect was predicted.
