摘　　要：通过对军、地医院医德医风建设现状进行认真调查研究,发现医院医德医风的实际水平和服务质量。存在诸多薄弱环节。与民众和部队官兵对现代医德医风、服务质量的需要和期待,形成明显反差。本文提出了建立医德医风长效机制,实施"健全组织强化职能、医德教育坚持执行、依法管理严格监控、持续改进提升质量等对策。By investigation and study of medical ethos in military hospitals and civil hospitals, it was found that there were many deficiencies to improve in service quality and level. To solve it, the lasting effect mechanism should be set up by perfecting the organization, implementing ethos education, supervising the service and improving service quality.
