摘　　要：近几年,海外中国公民面对的各种安全威胁骤然增加,导致人身、财产等多方面的重大损失,对我国领事保护工作提出了新的要求。为此,外交部加强了领事保护工作的应急、磋商、协调、预警等机制建设,为保护海外中国公民的利益做出了重要贡献。随着海外中国公民的急剧增加和安全形势的日趋复杂,我国领保机构还必须解决人员不足等问题,加强预警效果,以进一步提高保护海外中国公民利益的能力与成效。The Security threats to overseas Chinese citizens have increased rapidly in recent years and brought about personal and financial great loss. For that, the Foreign Affairs Ministry of China reinforced the consul protection by building the mechanisms of emergency, consultation, coordination and early warning, and have made more contribution to protecting the safety of overseas Chinese citizens, With the increasing army of overseas Chinese citizens and the intricate safety situation, our consul agency must solve the problems such as insufficient consul personnel, and increase the efficiency of early wanting.
