论武汉市“两型社会”建设城市湖泊水环境治理机制创新

摘　　要：武汉市湖泊水污染问题严重，水环境治理任务卜分紧迫。水环境治理的经济学涵义是要实现水污染和治理的外部性内部化。传统的水环境治理机制难以满足“两型社会”建设对水环境治理的要求。应当构建以政府为主导，以市场机制和利益平衡机制为手段的新型城市湖泊水环境治理运作机制框架，培育城市湖泊水环境治理的专业市场，通过具有水环境治理资质的专业企业提供水环境治理的服务，改善城市环境，推动土地升值和经济发展，并将治理收益部分支付水环境治理企业，形成良性的动态经济循环。此举将会使城市湖泊水环境保护发展成具有巨大市场的产业，同时也能实现生态效益、经济效益和社会效益的统一。The problems of water pollution in Wuhan are severity and the works of water environ- ment governance are necessitous. The meaning in economics of water environment governance is to make the externalities internalization of water pollutions and water environment governance. The tradi- tional water environment governance mechanisms could not meet requirement to build an ＂a resource- efficient and environment-friendly society＂. A new operation mechanism which is lead by government and operated on market mechanism and benefit balance mechanism must be set up. Nurturing the urban water environment governance professional market provides water treatment services through environ- ment governance enterprises with professional qualification. Improving the urban environment and pro- moting the value of land and economic development and pay some governance income to the water governance enterprises will form a healthy dynamic economic cycle. That will enable the development of urban water environmental protection into a huge market for the industry and achieve reunification of ecological benefits, economic benefits and social benefits.
