摘  要:洞庭湖流域对维系国家的经济和生态安全意义重大,但洞庭湖目前存在受洪水威胁严重、泥沙淤积、分蓄洪困难、抗灾能力低及水生态环境恶化等一系列问题。由此,提出新方案——修建湖控工程‘变湖为库’,汛初封闭‘水库’,阻长江中小洪水经三口人湖,导湖南四水中小洪水直接人江;当汛初低水位时,将各通湖闸门全部关死,湖水处于低水位,洪水时期立刻获得了较大的防洪库容。初步研究显示:通过改造天然湖泊为平原水库,就可以改善洞庭湖的水质,增加洞庭湖的防洪库容,解决洞庭湖流域的缺水问题。At present Dongting Lake have serious' threat by flood, siltation, the diverse flood storage difficulity, low resilience and deterioration of the water ecological environment and other issues. The prominent water environment problem about the Dongting Basin had caused great concern of national and people in the community. The new program - construction of lake control engineering 'change lake into reservoir', can stop small and medium-sized flood from the Yangtze River into lake by three Channels and guide small and medium-sized flood from four rivers directly into the Yangtze River in Hunan. At the beginning of flood season all gates has been closed, low water level in lake, so Dongting reservoir can receive a larger flood prevention capacity immediately. New program can be an effective solution to the problems of flood prevention in lake, drought in winter and spring, which can solve the demise of lake, water pollution and ecological environment problem caused by siltation. The new pro- gram will combine the flood prevention,drought resistance and the water pollution prevent in Dongting Lake. 'After research the new programme, we conclude the flood prevention capacity of Dongting Lake is 24.8 billion m:~, at the same time siltation reduction is 77%, the benefits are notable.
