应急救灾视角下的上海市医疗设施空间布局

摘　　要：从应急救灾的视角研究上海市医疗设施空间布局特点和存在问题,对其应急救灾能力进行探讨.选取2008年医疗设施空间分布数据,从院前和院内急救两个阶段作应急医疗救灾能力分析.结果表明:上海市院前急救设施数量严重不足;院内急救设施数量虽然较大,但空间分布不均衡;某些特殊地区的应急救灾医疗设施不足,自身应急救灾能力薄弱.应加强急救网络建设,增加救护站点,采用"立体"急救交通方式,增强特殊地区的应急救灾能力.In order to evaluate the ability of the medical facilities in Shanghai to deal with emergency events, this paper, based on the data about the medical facilities in Shanghai in 2008, has analyzed the distribution and the ability of the mdieal faeilities to resolve emergency events in the two stages ： the pre-hospital stage and hospital emergency treatment stage. The research results show that the number of pre-hospital first-aid facilities is seriously in shortage and that the number of hospital emergency facilities is relatively plentiful in Shanghai, but their spatial distribution is not balanced and there exists a lack of emergency relief medical facilities in some districts. For the promotion of the emergency response capacity of shanghai, the paper suggests that the first-aid network construction should be strengthened, the ambulance site should be increased, and the multi-transporation systems should be used.
