摘　　要：二战后日本政府通过加大发行地方公债的手段发展经济,形成了一整套系统严格的地方公债发行、审批和监督制度,这充实了日本地方财源,加快了地方公共事业的发展,同时也加大了日本的财政风险。我国应借鉴日本地方公债的经验和教训,允许部分省市级地方政府发行一定的地方公债,同时为防止出现地方过度发债和公债效益差的情况,应强化对地方公债的管理、监督和考核。In Japan local government bonds play an important part in strengthening the service function of local governments and the local developments of public works after world war Ⅱ. On the base of the experience and lessons of Japanese local government bonds system, we should establish local government bonds function in China and tentatively puts forward the issuing rules and operating methods.
