论乡约行政组织化背景下的乡约与官府的关系

摘　　要：清代北方乡约的行政组织化,虽然有利于州县行政绩效的提高,但伴随着乡约的行政组织化,乡约首事和吏役勾结害民的现象趋于普遍化,并引发了乡约权力和官府权力的矛盾,从而使乡约与官府的关系逐渐复杂化,而官府出台的强化对乡约监管的措施,使清代北方乡约与官府的关系更加密切,乡约进一步沦为半官方的基层社会组织。Although the administrative function of Xiangyue was beneficial to enhance the official efficiency, the Xiangyue generally colluded with the officers and mandarin to extort the people and caused the contradiction between Xiangyue and the local government with the appearance of the administrative function of the Xiangyue in North China in Qing dynasty. Therefore the relation between Xiangyue and the local government became complicated. Because the measures to control Xiangyue taken by the government make their relation close and Xiangyue further became semi -official organization.
