摘 要:研究公路工程项目管理中业主与承包商间的协调问题。在对业主和承包商间关于公路工程项目质量、工期、成本博弈关系分析的基础上,提出了基于激励约束机制的公路工程项目管理协调理论,建立了以各个工序间网络图关系约束基础上的业主与承包商关于公路工程项目质量、工期、成本博弈的双层规划模型,其中上层为业主追求激励强度效用值最大化模型;下层为承包商追求工程效益最大化模型。采用遗传算法对其进行优化求解,具体的工程项目仿真结果表明:按照"固定基本总价款+奖罚"的方式建立业主对承包商的激励约束机制,可实现以提高工程质量为主目标的业主与以经济效益为主目标的承包商间的协调,是提高公路工程管理水平的有效方法。The coordination of highway project management between the owner and the contractor was studied. Based on analysis of game relation between the owner and the contractor about quality, time, and cost of the highway project,the coordination theory of highway project management based on incentive and constraint mechanism was proposed. The bi-level progranuning model between the owner and the contractor about quality, time, and cost of the highway project based on network relationship constraint was established. The upper model describes the owner maximizing his incentive intensity utility and the lower model describes the contractor maximizing his project benefit. The concrete course for solution of the model was discussed by using genetic algorithm for the hybrid integral bi-level programming characteristic. The feasibility and validity of the method was demonstrated via the simulation experiment of the concrete highway project, which shows that the coordination between the owner who improves project quality mainly and the contractor who increases economic benefit mainly can be solved based on the established incentive and constraint mechanism according to the fixed total basic project funds and adding the reward and penalty.
