灾后重建工作中残疾人权益保障问题探究

摘　　要：汶川地震灾后重建工作已经全面启动,对于在大地震中致残人员这样一个特殊的群体,除了基本康复治疗措施以外,目前尚没有出台相关的权益保障特别办法。过渡期出现的问题使得当前的任务显得必要而紧迫,本文力求探究灾后重建工作中残疾人群体权益保护的新对策,包括应急法制的完善,教育就业扶持的法制化以及残疾人权利法律救济的发展。The reconstruction after Wenchuan Earthquake has been fully started. But for the special social group of the disabled caused by the big disaster, there aren＇t any special regulations for the protection of their rights and interests except for some basic recovering treatment. There- fore it is necessary and urgent for us to settle those emerging problem. The article attempts to find out new strategy of rights and interests protec- tion for the disabled in the reconstruction work, including perfection of the emergency law, legislation of education and employment and development of right relief for the disabled.
