摘　　要：研究权力时大凡会提及权力的基础问题。但目前权力基础的研究路径均是"政治→法律"或"法律→政治"。事实上,除了政治法律基础,权力的存在还有其道德基础,这一道德基础便是公民的良序生活。从政治伦理视域看,权力构建的公民良序生活有三个特点,即它是符合人道的而非弱肉强食的,是道义的而非单纯依靠强制力来维系的,是体现"公共"意志而非"阶级"意志。Generally speaking, the basic issue of the authority will be referred to when scholars study power. However, current methods of studies of power are either from＂politics to law＂ or from＂ law to politics. ＂ In fact,the existence of the power also has its moral foundation, which makes ordered life of citizens. Looking from the moral and political point of view, there are three characteristics of the well-ordered life of the citizens built on the basis of power： its being in line with humanity rather than the law of the jungle, its being an ethical problem rather than relying on the coercive power to maintain, its being the embodiment of ＂the public＂ ,will instead of the will of ＂the class. ＂
