含硫气井应急管理模式初探

摘　　要：含硫气井井喷事故对公众安全具有重大危害,加强含硫气井应急管理,对坚持以人为本,保护人民群众生命健康安全具有重要意义。针对含硫气井重大事故风险特点,提出了以保障公众安全为主旨,以风险分级防控为方法,以企地联合应急为机制,以专业应急救援为保障的含硫气井应急管理模式,结合风险管理理论,分析提出了风险管理、协同应急机制、应急资源保障等方面的具体对策措施。Promoting the emergency management of nature gas well involving hydrogen sulfide contain important meaning to make people the center to the persistence, and to protect people＇s life and property safety. Based on the characteristics of major incident for nature gas well involving hydrogen sulfide, the model of emergency management for nature gas well involving hydrogen sulfide was brought out. For this model, the major idea was public safety protection, the method was grading control of major risk, the key mechanism was the cooperation between corporations and local government, and the professional emergency succor resource was indispensable. In the end, some corresponding countermeasures were put forward.
