摘　　要：作为公私部门合作社会治理的有益制度尝试,民营化业已成为一种世界性公共行政改革现象。我国行政法学者业已对民营化的基本理论、部门民营化的改革实践及后续政府规制革新展开初步研究,对这些成果的全面梳理与客观评述不仅有助于民营化课题的深入展开,也有助于推动我国民营化立法及制度建设的不断完善。The beneficial system attempt which governs as the public and private department cooperation society, the privatization already becomes one kind of worldwide basis public administration reform phenomenon. Our country administrative law scholar already to the privatization elementary theory, the department privatization＇ s reform practice and the following government rules and regulations innovation has launched the preliminary study, combs comprehensively to these achievements with the objective narration is not only helpful to privatization topic thorough expansion, is also helpful in promotes our country privatization legislation and the system construction unceasing consummation.
