摘　　要：行政给付的顺利实施应落实如下基本制度:行政给付对象的资格审查制度、行政给付标准制度、行政给付程序控制制度、行政给付资金保障制度、行政给付的救济制度。The smooth implementation of the administration pay should carry out the following basic system： the object qualifications review mechanism, the standard system, the programm control system, the fund safeguards system, the relief system.
