摘　　要：我国正处于社会风险高发期,各种不安定因素日益突出,特别是因人民内部矛盾引发的群体性事件不断增多。加强对群体性事件特点规律的研究,不断提高防范和处置群体性事件的能力和水平,既是维护社会稳定的迫切要求,也是深化改革、促进发展过程中需要认真研究的课题。China is now at a high rate of social risks and a variety of precarious factors have become increasingly prominent. Especially, mass incidents triggered off as a result of the contradictions among the people have been on the increase. Therefore, strengthening the study on the characteristics and laws of mass incidents and constantly improving the capability and proficiency in preventing and tackling the occurrence of mass incidents are not only an urgent demand of maintaining social stability but also a subject worthy of careful study in the process of deepening reform and promoting development.
