摘　　要：当前开放地方政府债券为中国城市基础设施建设和"保增长"战略的实施提供了一条新的融资途径。在经济转型、金融市场化的大格局中,发行地方公债的关键在于风险控制。The China＇s open regional government debt can supply the new financing method for the rural basic construction and the increasement ensurance strategy. At the time of economy transition and finance marketalization, the key of issuing the regional debt is the venture sontrol.
