中国地区间财力差异变迁及分解

摘　　要：近年来,中国各地区财政收入快速增长,地方财力也不断增强,但各地区财力增长具有明显的不平衡性,财力差异仍然很大。采用变异系数、基尼系数等方法对各地区间财力差异变迁进行衡量,同时,对形成差异的因素采用锡尔系数进行分析,结果显示:缩小地区间财力差异应改革现行的财政分配体制和财政均衡转移支付制度,加大一般转移支付的占比,以促使地区间财力均衡,从而保障区域经济和谐发展。In recent years, the financial revenue of Chinese various areas fastly by grows, the place financial resource also inceasingly strengthened, but various local financial resource growth had the obvious imbalance, the financial resource difference was still very big. By using methods and so on coefficient of variation, Gini＇s coefficient to carry on the weight to the regional sector financial resource difference vicissitude, simultaneously, using the Theile coefficient to carry on analyzing factors formed the difference, the results show that we should reform the present financial distribution system and the balanced transfer payment system, enlarge the principle of average transfer payment to promote the interprovincial financial resource equilibrium and ensure the harmony development of regional economy.
