天然林保护工程的经济学思考

摘　　要：经过10年建设的天然林保护工程,不仅要提供生态保护,而且还被赋予经济发展、社会稳定等多重目标;在此背景下,天然林保护工程的实施既应当保证前期指导理论的延续性,同时也要积极开拓新的指导理论;从生产要素最优组合理论出发,指出目前天然林保护工程的重心是全面推动劳动力(人口)转移、积极进行技术的变革、深入探索制度的改进和促进资本的深化等4项工作。Constructed since 1998, the natural forest protection project was asked not only to provide ecological protection, but also to give economic development and social stability multiple objectives. On the background, the theory which was implemented in the natural forest protection project, should be hold on the continuity of pre - guiding theory and also actively develop new guiding theory. According to the theory of optimum combinations of factors of production, it points out that the natural forest protection project should be focused on enhancement of labor （population） transfers, carry out technological change, exploration the improvement of the system and promotion of capital deepening.
