摘　　要：新中国反腐倡廉法规制度建设60年取得了显著的成就,一个具有中国特色的反腐倡廉法规制度体系初步形成。当前反腐倡廉法规制度体系建设存在的主要问题突出地表现在其科学性、系统性和权威性三个方面的不足上。加强和推进反腐倡廉法规制度体系建设,必须坚持以科学发展观为指导,实现法规制度的不断创新,做到法规制度宽严相济,提高法规制度的科学性、系统性和权威性,形成法规制度建设的合力。The regulation and system of combating corruption and upholding integrity with Chinese characteris- tics had been formed initially because the remarkable achievements had been made within the construction period of 60 years. But during the construction period there were some shortages in the three aspects of scientific nature, sys- tem and authority. In order to enhance and advance the construction of the regulation and system of combating cor- ruption and upholding integrity, we should persist in taking scientific concept of development as our direction,inno- vating the laws and regulations system, tempering criminal policy with mercy, improving the scientific nature, system- atic nature and authority of the regulation and system, so as to shape the good resultant force of construction of the regulation and system
