摘　　要：介绍了合同能源管理及其经营方式,提出从提高资源忧患意识和节能意识,鼓励节能技术和设备的研究开发,为新技术设备的应用提供平台,加强节能法规建设,建立信用制度,形成良性竞争循环等方面开展工作,大力推广合同能源管理机制。In this paper,we introduce the Contracting Energy Management（CEM）,and the mode of its operation,then put forward that we should do some work to popularize the CEM from such aspects as： deepening awareness of energy suffering and energy saving,encouraging the research of technology and machine for energy saving,providing platform for the application of new technology and machine,strengthening the construction of energy saving law,setting up credit system and forming good competition cycle.
