财政性科技投入及其管理的原则和模式探讨

摘　　要：本文认为,建立科学的财政性科技投入模式,必须明确树立"政府引导型"全社会科技投入的新方略。财政性科技投入及其管理应该在符合WTO国际惯例要求的同时,把科技投入资助方式的选择和中止机制的建设放在重要地位,切实提高资金使用效率,积极推动我国科技投入方式尽快从"政府投入推动"向"政府机制引导"转变。为充分发挥政府引导下新型多层次的科技投入机制的积极作用,本文建议,对财政性科技投入的资金进行相对集中管理,并就完善专项资金"项目管理"制,逐步推进科技投入经费运行的中介化,调整财政支持范围,合理确定财政性科技投入"进入"和"退出"的领域方向等,提出了较为完整的思路与构想,可供借鉴。This paper presents the idea that the establishment of a scientific model of the financial investment in science and technology must follow a new ＂government-led＂ and whole society investment strategy. The financial investment in science and technology and management should meet WTO requirement and at the same time, the construction of selection and suspension system on investment in science and technology should put to an important position. Effort should focus on effectively improving the efficiency of found use, and actively promoting the transformation from ＂government engaged and promoting＂ to the ＂machinery of government guidance＂. In order to fully play the new multi-level science and technology investment system role under the guidance of government, the author suggests the management of the fund for financial investment in science and technology should be relatively centralized. The author also proposes some more complete ideas on improving ＂project management＂ system on the special fund, the Intermediation of funding for science and technology investment step by step, adjusting the scope of financial support and determining a reasonable ＂enter-and-out＂ direction for financial investment in science and technology. All above will be a good reference for the future.
