摘　　要：作为深化医药卫生体制改革的基础和保证,目前的卫生监管体系还存在一些问题.针对这些问题。文章提出构建卫生监管体系框架的设想并进行分析,以期为建立完善的卫生监管体系提供建议,力求为达成医药卫生体制改革的总目标提供基础性保障。体系的主要贡献在于通过信息共享,达到实时监管;通过风险预警系统的建立和完善避免和降低重大问题发生的概率;加强过程监管,完善体系建设。并提出健全的监管体系需要的支撑为培育社会中介组织,加强行业监管,建立信息公开制度,完善社会监督,建立和完善问责机制。As a basement and guaranteed system for health care reform, health supervision system still has some problems right now. This paper propose concept framework and suggestions for establishing the health supervision system focused on these issues, try to give based evidence and make every effort for the success of the ongoing health system reform. We are trying to contribute to this new system with following thoughts which including： （1） through information sharing to supervise timely, （2） establishing risk alert system to avoid/decrease major problems in the future, （3） build up a system to improve process supervision. At the same time, social intermediary organization, regular public report about supervision information and fesonsbility-inquir,t system are the three bases for the new supervision system.
