摘 要:工伤保险制度作为历史最为悠久和最为普遍的保险项目之一,在中华人民共和国成立之初即得以确立。六十年来,中国工伤保险制度虽历经挫折,却在调整与改革中不断前进:公平的价值取向得以确立,政府责任逐渐回归,并逐渐由被动反应走向主动参与,各方利益主体也在向着更加和谐、健康的关系发展。但改革仍在继续,随着"以人为本"理念的深入,"最大限度地保障劳动者权益"将成为中国工伤保险制度的最终目标。As one of the oldest and most popular social insurance programs, the Republic of China established its occupational injury insurance soon after its foundation. From 1949 to 2009, though experiencing many blows and setbacks, it has got great progress through adjustments and reforms. Based on the growth of social economy and the reform of political system, its institutional structure has been established and improved. It means that the value of fairness has been admitted, the government responsibility has returned again, the insurance has initiatively played an active role in the society, Stakeholders have more harmonious and healthy relationship. Meanwhile, the occupational insurance will continue its reform towards the aim of "people oriented" and" protecting workers as much as possible".
