摘  要:针对现有操作票管理系统不能实现在线实时开票、开票过程中缺乏严格的校验及其规则定制复杂等不足,基于新一代调度自动化系统OPEN-3000平台开发了电网智能操作票管理系统。利用平台的支撑实现了系统与SCADA系统和DTS系统的无缝连接,解决了获取电网模型、图形和实时运行方式数据困难问题;在开票过程中引入系统拓扑防误校验和潮流校验双重校验机制保证了操作票的安全性。采用模块化结构,融合了专家系统和数据库知识的规则库设计,解决操作票规则的描述、学习及推理的通用性问题。系统已在多个地调投入运行,运行表明系统具备很好的稳定性、智能性和通用性。As the existing operation order management systems can not on- line generate the real- time operation order and conveniently set the customized rules,and lacks the strict check during operation order generation, an intelligent operation order management system is developed based on the platform of OPEN- 3000 (the dispatch automation system of new generation),by the support of which, the seamless link with SCADA system and DTS is implemented to get the model, graphics and real- time operating data of power network. During the operation order generation,system topology check and power flow check are introduced to prevent misoperation and ensure secure operation. The system adopts the modularized structure and a rule database integrating expert system and database knowledge is designed, which solves the general problems of operation rule describing, learning and reasoning. Its field operations in some regional dispatch centers show its good stability,intelligence and universality.
