摘　　要：好政治的底蕴包含着一线伦理和二线伦理的价值维度,不仅需要对基本权利的尊重、维护与坚守的一线伦理,而且也需要对不确定事物的审慎、宽容与协调的二线伦理,两线伦理的考量丰富了对好政治底蕴的认识。2009年文化部正式启动我国"公共图书馆法"立法工作,从好政治的视角来讨论图书馆立法原则的伦理问题,无疑是开拓了法理学研究的新领域。The connotation of good politics includes the value dimensions of first front ethics and second front ethics.It is necessary not only to adhere to the first front ethics to respect the basic rights and obligations of the people concerned,but also to sticking to the second front ethics by putting up with some uncertainties with prudence,tolerance and coordination.The deliberation of the two-front ethics enriches the cognition of the essence of good politics.In 2009,the Culture Ministry formerly promulgate Public Library Act. It is not doubtful that to discuss legislative principles on library from the view of good politics is certainly to pioneer a new field of legislative study.
