摘　　要：面临着运输任务更加繁重,既有线施工更加艰巨,安全压力更加巨大的新局面,设备管理单位对基建、更改、大修施工,都要提前介入,严格施工安全管理,卡控施工关键环节,确保工程施工质量。Faced ever-increasing arduous tasks of railway transportation, the construction on existing railway become more and more difficult and the safety pressure grow even greater. Equipment management unit must take part at the early stage of infrastructure, modification, and overhaul construction to strengthen the construction safety management more strictly and impose linkage control over key link to ensure construction quality.
