摘　　要：近年来,在国际环境条约的领域,逐渐形成了一种新型的履约保障机制——环境条约遵约机制(包括遵约机构体系、启动方式、响应措施等方面的内容),其中遵约机构是环境条约遵约机制的实施机构。《濒危野生动植物种国际贸易公约》(CITES)的遵约机构体系是众多环境条约中较为与众不同的一个。介绍了CITES遵约机构概况,分析了CITES遵约机构体系的特点,并详细阐述了CITES遵约机构的借鉴意义,指出遵约机构的设置要根据环境条约自身的特点灵活设置,才能保障环境条约遵约机制的良好运作和促进国际环境条约的有效履行。In recent years, in the field of the international environmental treaties, there gradually formed a new kind of mechanism which would guarantee the fulfillment of environmental treaties-Compliance Mechanism （including the Compliance Institutions structure, the Trigger, the Measures that were taken by the COP or the Compliance Committee and so on）. The Compliance Institutions are the implementing institutions of the environmental treaties Compliance Mechanism. CITES compliance institutions system is relatively distinctive among many environmental treaties. The general situation, characters, and its reference meaning were introduced and discussed. The compliance institutions structure, which was set flexible according to the features of the environmental treaties, was important to ensure the environmental treaties compliance mechanism operate effectively and to promote the implementation of the intemational environmental treaties.
