On Innovation in Infrastructure Financing by Local Government in the Context of Financial Crisis

摘　　要：在金融危机背景下,中国政府做出了4万亿元的投资计划,其中很大部分用于基础设施建设。然而在我国现有的财政、法律框架下,地方政府不被允许发债,而现有的融资渠道有限,这使得地方基础设施建设资金异常缺乏。借鉴国际基础设施融资的经验和分析我国现有融资模式的局限,根据我国"贷款公司"的有关规定,创新性地提出构建地方基础设施融资平台——"基础设施贷款公司",以更好地筹集基础设施建设资金,服务于地方建设和城市化进程。In the context of financial crisis,Chinese government has made a plan of investing 4000 billions(RMB), which are mostly to be used in the field of infrastructure building.However,under Chinese existing fiscal and legal framework,local governments are not allowed to issue bonds,and the existing financing channels are limited.Such situation makes local infrastructure building is abnormally lack of funds.This paper discusses the international experiences in infrastructure financing and the constraints of our existing financing modes,and in accordance with Chinese'Loan Company',the paper innovatively constructs local infrastructure financing platform—'Infrastructure Loan Companies',in order to raise more funds for infrastructure and service for economy development and urbanization process.
