摘　　要：有效地打击和遏制黑社会性质组织犯罪,维护社会稳定,是我国长期面临的一项重大任务。黑社会性质组织犯罪的产生有其深刻的社会和法制原因:党内和社会腐败现象给黑社会犯罪寻求政治保护提供了可乘之机;特定社会环境下社会管理职能弱化和某些失误,给黑社会犯罪提供了发展条件;立法、执法方面的某些偏颇是黑社会犯罪滋生、发展的一个不可忽视的因素。It is an important long-term task for China to combat and restrain underworld society crimes, maintain social stability. The emergence of the underworld society crimes has its profound social and legal causes. The corruption phenomenon of the Party and the society gives the underworld society crimes available opportunities for political protection. The attenuation of social management functions and certain errors in particular social circumstances become the convenience for the development of the underworld society crimes.
